Dr. Lambert is a Harvard-educated expert on international recovery of assets, with a substantial academic background and with the skills in finance, banking and accounting. He has graduated from the J.F. Kennedy School of Government, Harvard University, and from the Fletcher School of Law and Diplomacy, Tufts University. He has two doctorate degrees, including in international law and in political history. In his diverse career, he has held affiliation with the Harvard Center for International Affairs and has held an award from the U.S. Institute of Peace. He is the author of several book dedicated to international law and to developing countries (including 'United Nations Industrial Development Organization' (1993); 'Ghana: In Search of Stability' (1992). Dr. Lambert has been the Editor of Investment Strategy magazine published in London, U.K. by Sterling Publishing Group. He has also been a contributing editor of East West Executive Guide, published by WorldTrade Executive, Inc. in Concord, Massachusetts, USA. He has published about 100 articles, and participated in a number of panels. He speaks five languages and has an extensive international experience. Dr Lambert is admitted to the Bar in the District of Columbia and Massachusetts.
Attorney Gary Grant is a Florida-based American attorney, with the overall experience of work in the law for over 25 years. Mr. Grant is the president of Grant Law Corporation P.A., which is the constituent part of the Asset Recovery Program. Mr. Grant, admitted in Florida, is a graduate of St. Thomas University (Florida), where he earned an J.D. degree. Mr. Grant has also foreign education in the law.

Other directors of the Program, maintained by UTICo, include two holders of Ph.D. degrees in economics, and 2 holders of other doctorate degrees, in particular in international law, and in philology. As the managing body, UTICo's Board includes 9 directors, holding 3-year terms, with the right of unrestricted reelection. The present composition of UTICo's Board, elected pursuant to valid corporate action under the Bylaws, includes 8 members.

Founder and Executive Director and Consultant
The Hon. W. Scott Thompson (1945-2017)
Professor Thompson, an authority on corruption, taught International Politics at the Fletcher School of Law and Diplomacy from 1967 to 1999. He had a D.Phil. from Oxford University where he was a Rhodes, Danforth, and Woodrow Wilson Scholar. He graduated summa cum laude from Stanford University in 1963 and attended Phillips Academy, Andover. In 1975 he was a White House Fellow at the Defense Department, and entered the Reagan Administration as Associate Director, U.S. Information Agency, and also chaired many interdepartmental groups therein, including the 'Democracy Initiative.' In 1985, he was the first director appointed by Reagan to form the United States Institute of Peace, and continued to hold that position throughout Bush and Clinton administrations. He was the co-author (with Nicholas Thompson) of 'The Baobab and the Mango Tree: comparative aspects of Asian and African Development' (New York, St. Martin's, 2000) which focuses on the comparative effects of corruption in developing areas. His previous books include 'The Philippines in Crisis' (1992), 'Ghana's Foreign Policy' (1969), 'Lessons of Vietnam' (1976), and 'The Third World' (1983).
Dr. Thompson maintained residences in Washington, Boston, and the Philippines, and maintained a farm in Virginia. He was a member of the Council on Foreign Relations, the International Institute of Strategic Studies, the Metropolitan Club (Washington), and The Country Club (Boston). He was Chairman of the Institute for Institutional Development-Burma, and of the Washington International Studies Council.
